SIA Value Articulation Framework (VAF)

The Singapore Institute of Architects is committed to fostering a fair and competitive architectural practice landscape for the profession.

Developed with this objective, the SIA VAF is a dynamic reference that outlines the essential services architects typically provide. It serves as a practical template for planning core service scopes and determining the time, resources, and manpower required for each stage of an architectural project. By adopting the common terminology within the SIA VAF, architects can facilitate clearer communication and stronger collaboration with clients and stakeholders throughout the project lifecycle.

In addition, the SIA VAF highlights opportunities to extend beyond core services, enabling firms to enhance their competitive positioning.

The framework also serves as a blueprint for discussions as SIA continues to engage with agencies such as the Building and Construction Authority (BCA) and the Taskforce for Architectural and Engineering Consultants on critical issues including fees and salaries.

In a 2025 pilot study with BCA on HDB BTO and condominium typologies, we applied published salary data from SkillsFuture and cross-checked it against the scope of work outlined in the SIA VAF. Our findings reveal that fees need to be approximately three times the current levels for architects to meet the high level of responsibilities expected in today’s climate.
