This seminar will examine the roles and obligations of the Employer’s Representative (ER) in the REDAS Design & Build Conditions of Contract from the perspective of an industry practitioner and a construction lawyer. In particular, it will discuss and examine the ER’s certification responsibilities and duties in light of the recent High Court case of CEQ V CER [2020] 70SGHC, which observed that the ER remains the agent of the Employer in his certification role.
