JURY CITATION

The winning design stands out with its thoughtful balance of civic and park spaces, catering to a wide demographic of users. The design successfully considers the dual purpose of the space, creating both intimate, landscaped areas of respite as well as a central, dynamic multipurpose event space that creates a strong focal point for this Downtown park.

A key highlight of the proposal is the clever use of earth berms which enhance the park’s visual and experiential quality. The harmonious integration of hard and soft landscapes, coupled with a diverse plant palette demonstrate a sensitive approach to site design, effectively addressing the technical challenges of planting over a transit station, while creating a good balance of enclosure and porosity.

The jury commends this proposal as a sensitive design solution that would serve to provide a multi-experiential urban oasis for the community.

JURY CITATION

Arcadia proposed an interesting commentary on the heritage and civic narratives of Raffles Place Park with the primordial portal structures taking reference from the profile of the MRT entrance structures to define the central event space. While the proposal excels in creating a delightful and versatile venue for a variety of events, the jury notes that further elaboration of the soft scapes and greening strategies would enhance the overall park experience by providing more holistic balance between the built and natural elements.

On the whole, the design is commended for providing a strong and coherent visual identity for this Downtown park .

’Breathe” takes a bold and innovative approach to rewilding Raffles Place Park into a green oasis, introducing biodiversity and micro-forests that exemplify the ‘City in Nature’ vision. The jury appreciates how various activity nodes are interspersed within the dense planting, and notes that the strong landscape approach could be better balanced with greater articulation of the central event space to serve the dual purpose of the park.

Overall, the scheme presents a unique approach to transform Raffles Place Park with an immersive park experience that sets itself apart from other urban parks in our city.
